Concept of Attracting Customers
Unlike a shopping center, a shopping district promotion association is a mutual aid organization for building owners and tenants.
The rise and fall of a shopping district depends solely on your cooperation.
It is also difficult for a single shopping district to attract customers alone, so the entire Minami area is cooperating with each other.
As a member of Osaka's representative shopping district, we ask for your cooperation in the management of the association as a leader in nurturing the city over the long term.
Based on the concept of a shopping district that is loved by Osaka residents, all parties involved in the shopping district share the "Promotion Vision 2030" with the aim of creating a shopping district that thrives and prospers together with its customers.
Maintain shared facilities and operating environment
The shopping arcade leases the roadway from the Osaka Municipal Government and installs arcades and colored pavement. In light of the "public role" of the shopping arcade, we maintain the daily beautification, public safety, and common facilities so that customers can pass through and shop safely and conveniently.
Details of the advertising project and your cooperation
We are developing both projects to promote the uniqueness of our shopping district and projects to encourage visitors to come to the district jointly with the Minami area and the local government. The Promotion Committee is in charge of implementing projects based on an annual plan.

Listening to the opinions of the staff of member stores, we are working to create a shopping district that makes people happy to work at Ebisubashisuji.
Procedures for opening a stall in our commercial district
Rules are agreed upon to maintain and promote the shopping district environment. In particular, please note that buildings that fall under the building agreement are subject to usage restrictions and notification requirements in light of the law.
Those who are planning to open a store in this commercial district, those who would like to consider opening a store, and those involved in the real estate brokerage industry are requested to read this information before contacting us.

Permission Guidelines for Interviews and Filming
Please read the following information and consult with the shopping district office as soon as possible if coverage is available.
Scope of possible coverage and filming
- The guideline applies to activities involving coverage of shopping mall member stores in the area between "Namba MARUI" and "TSUTAYA EBISUBASHI", where the arcade is located in the north-south direction. Please consult each store directly regarding coverage and filming of each store.
- We do not permit any filming or reporting activities in the shopping arcade that do not involve coverage of the stores.
- Please note that Ebisubashi Bridge, Dotonbori River, and Namba Plaza are public facilities, so please contact the Osaka City Bridges and Rivers Division, the Minami Police Station (TEL: 06-6281-1234), or the Namba Plaza Management Corporation Preparatory Committee (TEL: 06-6281-1234) for more information.https://www.namba-hiroba.jp/about/(see below) for more information.
For content that can be interviewed and photographed
- If you need to film the exterior of a store from a passageway (public street) in the shopping arcade, you will need permission from the shopping arcade promotion association. For safety reasons, please consult with us when filming celebrities on location.
- As a rule, interviews and filming should be conducted on weekday mornings, and are not permitted on Saturdays, Sundays, national holidays, during the year-end and New Year holidays (December 31 to January 3), or during other times when there are many people in the area.
- Please keep the number of people and the amount of time spent on the road small so as not to obstruct traffic or interfere with the store's business. Please do not use a tripod. Please follow the instructions of the shopping district office staff and shopping district security guards, even if you have been given permission by our shopping district.
- Also, if necessary, obtain road use permits from the relevant agencies.
